  Her father was the private secretary to the Viceroy of India in 1910 thus she was born in Peshawar and spent her early years there where three of her siblings died in childhood. Penelope returned toEgngland when she was aged 7. Strikingly beautiful in her younger days, was presented at court and was debutante of the year.Holder of the MBE.
